UN Chief Urges Action as Israeli Settlements Threaten Peace

UN Secretary-General António Guterres has expressed grave concerns regarding Israeli settlement expansions and restrictions on humanitarian aid, warning that these actions jeopardize the viability of a two-state solution. During the opening of the 2026 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, he emphasized that “the occupation must end” to alleviate the humanitarian crisis in the Occupied Palestinian Territory.

Settlement Expansion Threatens Palestinian Statehood

Guterres specifically highlighted Israel’s recent announcement of a tender for the construction of 3,401 housing units in the E1 area of the West Bank. He cautioned that if these plans proceed, they would effectively sever the northern and southern regions of the West Bank, undermining territorial continuity and significantly hampering the prospects for establishing a Palestinian state.

Chair of the Committee, Coly Seck, remarked that the adoption of the New York Declaration and renewed efforts toward a two-state solution represent a historic turning point. He underscored that the committee’s ongoing work reflects decades of injustice and should lead to meaningful outcomes.

Impact of Aid Restrictions on Humanitarian Efforts

The committee also brought attention to the detrimental effects of Israel’s decision to deregister numerous international non-governmental organizations (NGOs). Earlier this year, Israel revoked the licenses of 37 international NGOs for failing to comply with new registration requirements. This move has hindered staff rotations into Gaza, disrupting critical relief programs and supply chains.

Furthermore, humanitarian organizations have raised alarms regarding Israeli restrictions that complicate the delivery of essential aid. Speaking to the committee, the Permanent Observer for the State of Palestine, Dr. Riyad H. Mansour, lamented the tragic toll of the ongoing conflict, noting that 70,000 Palestinians have died in Gaza, with many more unaccounted for under debris. He also highlighted the displacement of over 40,000 people in the West Bank.

In January 2024, Michael Contet, Director of the New York Office of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), condemned the demolition of the Agency’s compound in occupied East Jerusalem by Israeli authorities. This demolition was executed using bulldozers and occurred in a climate where Israeli officials, such as Aryeh King, have made calls for the elimination of UNRWA staff.

At a recent session of the UN Fourth Committee, delegates expressed concern over what they termed Israel’s “systematic disinformation campaign” against UNRWA, alleging that it employs terrorists. They dismissed these accusations as “extremist comments” and “baseless fallacies.” As of January, the ongoing conflict has reportedly impacted at least 312 UNRWA installations, with approximately 11,000 UNRWA personnel still active in Gaza. These staff members are providing healthcare services to nearly 100,000 Palestinians weekly and education to over 66,000 students across 73 UNRWA shelters.

The situation remains dire, as humanitarian organizations continue to face significant challenges in delivering aid while advocating for the rights of the Palestinian people. The international community is urged to recognize the urgency of the matter and take decisive action to support peace efforts.
