Madison County Commission Approves Key Resolutions in February Meeting
The Madison County Commission convened on February 2, 2026, to discuss various critical matters affecting the county. The meeting, held at 9:00 A.M., was attended by Presiding Commissioner Jason Green, First District Commissioner Tom Stephens, and Second District Commissioner Larry Kemp. County Clerk Don Firebaugh documented the proceedings.
After the Pledge of Allegiance, the meeting commenced with Commissioner Stephens moving to approve the agenda, a motion seconded by Commissioner Kemp. The motion passed unanimously, with all three commissioners voting in favor. Following this, Clerk Firebaugh presented the minutes from the previous meeting held on January 12, 2026. Commissioners again voted unanimously to approve these minutes.
Road and Bridge Updates
During the session, Road and Bridge Supervisor Shannon Spain reported on the department’s efforts over the past week, which included grading and snow removal from county roads. The commissioners also evaluated the progress of snow removal operations in various areas.
In a significant decision, the Commission approved a resolution to place the Senate Bill 3 Senior Citizen Tax Relief proposal on the April ballot. This proposal, which was signed into law by the Governor last year, is currently involved in legal proceedings that might affect its appearance on the ballot.
In other personnel matters, Teresa Rehkop was reappointed as the Madison County Health Director, demonstrating the Commission’s commitment to public health leadership. Additionally, a Conflict of Interest Ordinance was resubmitted to the Missouri State Ethics Commission, a requirement that occurs every two years.
Financial Matters and Appointments
The Commission also addressed financial issues, approving the resolution that allows Tax Increment Financing (TIF) to conclude in 2025. In a related appointment, Terri Maxwell was selected to replace Sandy Redman on the Ozark Regional Library Board until June 30, 2026.
Treasurer Jessica Stevens provided an overview of accounts payable for the past two weeks. Following her presentation, Commissioner Stephens proposed a motion to approve the payments, with Commissioner Kemp seconding the motion. The vote was unanimous in favor of the payments.
Additionally, Assessor Paula Francis submitted a report on property valuations for the years 2022 through 2025, revealing an increase of $564,870 in personal property valuations during that period.
Having addressed all agenda items, Commissioner Green adjourned the meeting at 11:00 A.M. The next meeting of the Madison County Commission is scheduled for 9:00 A.M. on February 9, 2026, in the Commissioner’s Room located on the lower level of the Courthouse at #1 Courthouse Square, Fredericktown, Missouri.
