Trump Orders Immediate Halt to Anthropic Technology Use Across Federal Agencies

In a significant move, President Donald Trump directed all federal agencies, including the U.S. Defense Department, to “immediately cease all use” of technology from the AI firm Anthropic. This directive follows escalating tensions between the company and the Pentagon over access to Anthropic’s AI platform, Claude, which is utilized widely, including in classified networks.

The conflict escalated after Anthropic CEO Dario Amodei refused to grant the Pentagon unrestricted access to its models. In a statement preceding the Pentagon’s deadline on February 26, 2024, Amodei emphasized his opposition to using the AI for mass surveillance of U.S. citizens or for controlling fully autonomous weapons. Trump characterized this stance as an attempt to “strong arm” the Defense Department and compel compliance with Anthropic’s terms.

“I am directing every agency in the United States Government to IMMEDIATELY CEASE all use of Anthropic’s technology,” Trump stated in a post on Truth Social. He added that there would be a six-month “phase-out period” for agencies currently using Anthropic’s products. Should the company resist this transition, Trump indicated there would be significant consequences.

The Defense Department’s reliance on Anthropic’s tools poses challenges for the government, as it may take months to find suitable replacements. According to reports, the Pentagon’s existing contracts with Anthropic could complicate this process. Trump warned, “Anthropic had better get their act together and be helpful during this phase-out period, or I will use the full power of my Presidency to make them comply.”

In response to Trump’s order, Defense Secretary Pete Hegseth announced the designation of Anthropic as a supply-chain risk to national security. This designation raises questions, as it implies a company could be a risk yet continue operating within classified networks for an extended period. Amodei described this situation as “contradictory,” noting that Anthropic’s safeguards are designed to protect national security.

Founded in 2021, Anthropic has built partnerships that have allowed its AI models to gain traction within the federal government. Its collaboration with Amazon Web Services has facilitated entry into the Defense Department and intelligence agencies. In July 2023, Anthropic, along with other notable firms like Google and OpenAI, secured defense contracts worth $200 million aimed at enhancing the Pentagon’s AI capabilities.

On the administrative side, the General Services Administration announced it would remove Anthropic from its Multiple Awards Schedule and USAI.gov, effectively ending access to its contracts across various governmental branches. GSA Commissioner Josh Gruenbaum confirmed the termination of Anthropic’s OneGov deal, aligning with Trump’s directive.

The discourse surrounding this decision has been intense, with officials using strong language to criticize Anthropic’s leadership. Hegseth accused Amodei of attempting to manipulate the U.S. military, characterizing it as a “cowardly act of corporate virtue-signaling.” Meanwhile, Defense Undersecretary for Research and Engineering Emil Michael expressed disdain for Amodei’s approach, questioning his commitment to national safety.

In a counter to the Pentagon’s narrative, Amodei maintained that the limitations he proposed were essential. He remarked, “In a narrow set of cases, we believe AI can undermine, rather than defend, democratic values,” emphasizing the necessity of ethical constraints in AI deployment.
