Urgent Spike in Homelessness Referrals in East Lindsey Revealed

UPDATE: East Lindsey is facing a shocking surge in homelessness referrals, with 468 referrals for individuals sleeping rough reported in the past year. The figures, released by the East Lindsey District Council, highlight a critical social issue that demands immediate attention.

During a council meeting on October 14, 2025, officials revealed that the number of rough sleeping referrals has escalated from 440 referrals for 362 people between April 2023 and March 2024. This alarming trend indicates a growing crisis in the region, as local authorities scramble to address the urgent needs of vulnerable populations.

Carol Rippin, team leader for the rough sleeping intervention team at the South and East Lincolnshire Councils Partnership, emphasized the complexities surrounding the increase. “We have an increasing number of referrals and we also have challenges including the mobility of rough sleepers, vague information safety risks and non-engagement,” Rippin stated.

The rising costs of living have had a devastating impact, particularly on young people under 25. Rippin explained, “The cost of living and universal credit limitations make housing unaffordable, especially for under-25-year-olds. Selective landlords and affordability benefits are a challenge because landlords are being more selective about who they want.”

With the pressures of the housing market, many individuals are left “lost to the system, lost to themselves and lost to their friends and family.” Rippin highlighted the urgent need to locate and assist these individuals, admitting, “Some people sleeping rough say they don’t want to be helped, meaning it’s impossible to support everyone.”

Between March 2024 and April 2025, the district council successfully supported 113 people in East Lindsey to secure accommodation. Most of these individuals found homes in privately rented accommodation, social housing, or supported housing. However, with the current spike in referrals, the pressure is mounting on local services to continue providing vital support.

The East Lindsey District Council is committed to reducing rough sleeping through strong partnerships with local councils, health services, and community organizations. Rippin assures that the team is focused on prevention strategies that aim to make rough sleeping “rare, brief, and non-recurrent.”
