UT Southwestern Aims to Operate New Dallas Psychiatric Hospital

UT Southwestern Medical Center has emerged as a leading candidate to operate the new psychiatric hospital in Dallas, Texas. Following a competitive bidding process, state leaders have reaffirmed that UT Southwestern (UTSW) remains the most suitable partner for this vital project. With the urgent need for psychiatric services, it is essential for the state to move swiftly to activate this facility, which will provide much-needed care to individuals in crisis.

Earlier in 2023, state lawmakers unexpectedly altered the initial plan for the hospital, which was initially to be funded and managed by the state under UTSW’s guidance. This shift opened the opportunity for outside bidders to present their proposals. In 2021, the state allocated $384 million for the Dallas hospital project, which included funding for UTSW to manage operations. Additionally, $261 million was provided by Children’s Health for the construction of a pediatric wing, as reported by local media.

As the bidding process unfolded, UTSW’s projections for bed rates raised concerns among state officials, prompting them to reconsider alternative operators. The deadline for proposal submissions was November 18, 2023, attracting three applicants. However, UTSW stands out as the only organization prepared to operate the entire facility effectively.

Recovery Solutions, which manages a mental health facility in Montgomery County, expressed interest in running the hospital but indicated a preference to oversee only the adult wing. Meanwhile, Desiree Williams Consulting applied to serve as a subcontractor rather than take on the full operational responsibility.

The new psychiatric hospital is located at the intersection of Harry Hines Boulevard and Medical Center Parkway, with construction nearing completion. State officials have indicated that staffing could begin as early as January 2024. The adult wing of the hospital is nearly finished, while the children’s wing is expected to be completed in the spring.

If awarded the contract and provided with funding, UTSW estimates it would require approximately eight months to ramp up operations and start admitting patients. The institution has been heavily involved in the design and planning of the facility, making a transition to a different operator a complex and potentially disruptive process.

The recent bid process effectively explored all available options, but given that no stronger candidates have emerged, the choice for UTSW seems evident. With the facility on the verge of completion and a pressing demand for psychiatric beds, it is critical to expedite the decision-making process. UTSW is uniquely positioned to ensure that these beds become available to those who desperately need them.
