Juan Luis Tafolla, 20, Becomes Youngest Council Member in History

Juan Luis Tafolla, at just 20 years old, made history on January 5, 2026, by being sworn in as the youngest council member in the history of Kennett Square, Pennsylvania. Tafolla, who won his council seat at the age of 19, expressed his enthusiasm for serving the community and implementing change. “It is an honor of a lifetime to be the youngest elected official in Kennett Square history. We made history together, and I look forward to serving the people of Kennett Square,” he stated during the ceremony.

The swearing-in ceremony took place with his family present, including his mother, Claudia Tafolla, who held the Bible as her son took the oath administered by Mayor Matt Fetick. “I am very proud of Juan,” Claudia Tafolla commented. “He has come a long way and is an example to his younger siblings.” His father, Hiram Romero, echoed similar sentiments, stating, “Juan has worked very hard and will continue to do so. I believe he is going places.”

A Journey of Community Engagement

Born in New Castle, Delaware, Tafolla moved to Kennett Square at the age of two. He graduated from Kennett High School in 2024 and later became a junior council member during his high school years. His time as a junior council member included a trip to Mexico, where he aimed to foster connections between the local government and the community of Toluca. “Stay tuned,” he said, hinting at plans to revisit this initiative now that he holds an official council position.

Currently studying political science and criminal justice as a pre-law student at West Chester University, Tafolla is motivated to address pressing local issues. He aims to tackle housing affordability, enhance inter-municipal cooperation, and promote a more transparent local government during his term. “We have a lot of luxury housing in our area. I would like to see a sign that says ‘affordable or mixed-price housing,’ not ‘luxury,’” he emphasized.

Addressing Community Challenges

Kennett Square, with a population of nearly 7,000, faces various challenges, including the rising cost of living and aging infrastructure. Tafolla pointed out that these issues require immediate attention. “In today’s economy, essentials are getting expensive, and people have to stretch their money further,” he noted. He advocates for halting tax increases to alleviate financial pressure on residents and proposed strategies to encourage the development of affordable housing.

One significant project under consideration is the redevelopment of the NVF property, where polychlorinated biphenyls were discovered in the 1980s. The council recently voted 3-2 to rezone the site from industrial to residential, aiming for at least 15% of new units to be designated for lower-income families. Tafolla and fellow council member Hilda Matos made history as the first two Hispanic Americans to serve on the council simultaneously, and they were the only members to oppose a resolution to advertise a zoning ordinance amendment for the NVF site.

The U.S. Environmental Protection Agency and the Pennsylvania Department of Environmental Protection are set to hold a public meeting on this issue at 19:00 on January 20, 2026, at 600 S. Broad St. in Kennett Square.

Tafolla’s vision encompasses not just housing but also infrastructure improvements. He stressed the need for substantial investments in repairing potholes and updating water mains. “A solution would be to keep investing in infrastructure so it can last for the long run,” he stated.

Most importantly, be involved in your community.” He expressed gratitude to his family, friends, and the residents of Kennett Square for their support throughout his campaign, which concluded with a record 1,071 votes in the election.
