Texans Face Uncertainty Over Health Care Subsidies as Deadline Approaches
The federal government shutdown earlier this year resulted from disputes over the continuation of COVID-era health care subsidies under the Affordable Care Act (ACA). As Congress debates the fate of these subsidies, which are set to expire at the end of the year, many Texans are left wondering how the changes will impact their health care coverage.
While premiums for health plans are anticipated to rise and higher-income enrollees may lose eligibility if the “enhanced” subsidies are not renewed, a significant portion of Texans relying on the ACA will still qualify for affordable options. According to a recent analysis by the think tank Texas 2036, about 3.1 million Texans, or 75% of the state’s ACA enrollees, are expected to qualify for at least one free or low-cost plan in 2026.
The discussion surrounding the renewal of these tax credits, initially introduced during the pandemic, remains contentious. While they have been extended multiple times, the absence of a decision could leave many vulnerable. Charles Miller, director of health and economic mobility policy at Texas 2036, noted that even if the enhanced subsidies end, Texans will still have access to largely affordable plans through Obamacare.
For those wanting to secure coverage for the beginning of 2026, it is crucial to enroll by December 15, 2025. Enrollment continues until January 15, 2026, but individuals must actively seek plans through the federal website healthcare.gov, as automatic re-enrollment will not occur.
Miller estimates that if the tax credits do expire, only about 3% to 4% of current enrollees will lose their eligibility. A significant factor contributing to Texas’s comparatively better position is Senate Bill 1296, enacted in 2021. This law aligns health insurance premiums across different tiers of coverage within the ACA marketplace, granting the state rate-review authority, which has led to more affordable and consistent plans. Consequently, Gold and Bronze plans have become cheaper for those receiving subsidies, enhancing enrollment in the ACA marketplace.
Despite these developments, Texas still has the largest uninsured population in the United States, with approximately 5 million people lacking coverage. Closing this coverage gap represents an ongoing challenge, especially since over a million Texans qualify for free or low-cost plans but remain unaware of their eligibility, as indicated by the Texas 2036 study.
The lack of a statewide initiative to promote the ACA exacerbates the issue. Funding for the navigator program, which assisted applicants, has been drastically reduced, leading to a need for a coordinated effort to increase enrollment among eligible individuals. A more informed public could ultimately benefit the entire state by reducing the number of uninsured individuals showing up in emergency rooms.
As the debate over the enhanced ACA tax credits continues, many Texans may feel anxious about their ability to afford coverage in the marketplace. Those uncertain about their eligibility should take proactive steps to explore their options before the impending deadlines.
