EightCAP Inc. Celebrates 60 Years of Community Empowerment
EightCAP Inc., a regional community action agency, marks its 60th anniversary this month, celebrating decades of service aimed at fostering independence and reducing poverty in Gratiot, Ionia, Isabella, and Montcalm counties. Originally established in 1966 as part of a national initiative against poverty, the organization has delivered essential programs and services to thousands of families in the region.
Over the years, EightCAP has evolved to meet the changing needs of the community, providing a variety of services including housing assistance, early childhood education, weatherization, and emergency financial aid. “For 60 years, EightCAP’s work has been rooted in relationships,” said Lori Johnson, president of the agency. “This anniversary is about more than looking back; it’s about honoring the people, families, staff, volunteers, and partners who have been part of our journey.”
The organization’s commitment to community needs is underscored by its substantial volunteer base and dedicated staff. Currently, 28 employees have over 20 years of service, including long-time contributors such as Rosie Fisk, who has worked with EightCAP for 46 years, and Joan Tobias, who has volunteered with local children for 26 years.
Adapting to Community Challenges
EightCAP has a long tradition of responding to the evolving challenges faced by local residents. According to Amy O’Brien, the agency’s Communications and Development Director, “The agency has responded to evolving community needs across Gratiot, Ionia, Isabella, and Montcalm counties by expanding services that address both immediate challenges and root causes of hardship.”
Historically, EightCAP was founded during the national “War on Poverty” movement initiated by the Economic Opportunity Act of 1964. Local leaders came together to establish the agency with the belief that everyone deserves a chance to achieve economic stability. O’Brien emphasized that this mission remains central to EightCAP’s operations today: “Through collaboration, compassion, and accountability, EightCAP continues to help individuals and families build stability, opportunity, and lasting self-sufficiency.”
The agency has adapted its programming over the decades to include a broader array of services such as early childhood education programs, housing support, and veteran services. These adaptations have addressed significant issues like housing affordability and workforce participation, which are crucial for many families in the area.
Impact on Families and Communities
EightCAP’s comprehensive programs have made a tangible difference in the lives of many families. The organization currently offers Head Start and Early Head Start programs that serve 426 children and 384 families. These early childhood education initiatives not only support children from birth to age five but also provide essential resources for parents, significantly contributing to family stability.
“Across EightCAP’s programs, approximately 69% of Head Start families and 81% of Early Head Start center-based families are employed,” O’Brien noted. This employment stability is made possible through the early education provided, which has shown measurable gains in literacy, mathematics, and social-emotional development in children, preparing them for success in school.
In addition to educational services, EightCAP has provided over $1.27 million in emergency assistance to 613 individuals through its Community Services and Housing programs. These efforts include housing and homelessness prevention, rapid re-housing, and other financial support.
The organization also plays a vital role in supporting senior citizens through its volunteer programs, which foster intergenerational relationships and reduce social isolation. Currently, 40 active volunteers in the foster grandparent program are aiding 906 children, while the Senior Companion Program engages 14 volunteers to help older adults and individuals with disabilities.
Despite facing challenges such as economic downturns and funding changes over the years, EightCAP has maintained its resilience. O’Brien highlighted the importance of building partnerships and adapting services to meet community needs effectively. “Those challenges have helped shape the agency into what it is today—flexible, community-driven, and committed to helping individuals and families achieve stability and self-sufficiency.”
