UK Awards Leonardo $1.3 Billion Helicopter Contract to Boost Defence

The UK Ministry of Defence (MoD) has awarded a substantial contract valued at £1 billion ($1.3 billion) to Leonardo for the production of 23 AW149 multirole helicopters. This decision provides clarity on a vital procurement process that had faced uncertainty for several months. The announcement, made on March 15, 2024, highlights the UK’s commitment to enhancing its military capabilities amid evolving global defense needs.

The AW149 helicopters will play a crucial role in various defense operations, operating alongside drones to support missions worldwide. The MoD’s statement emphasized that these versatile aircraft will be essential in tasks such as battlefield support, troop transport, logistics, and search and rescue operations. With a range of 545 nautical miles and the ability to carry up to 16 fully equipped troops, the AW149 is poised to fill a significant capability gap left by the impending retirement of the Puma HC2 helicopters in March 2025.

Enhancing Military Capability and Economic Impact

The new contract not only aims to bolster the UK Armed Forces but also positions the country as Leonardo’s global center for military helicopter production. The MoD estimates that this partnership could lead to potential revenue of £15 billion over the next decade through military exports. The AW149 program is designed to streamline operational capabilities by fulfilling multiple rotary wing requirements using a single aircraft type, reducing reliance on various aircraft previously used for different tasks.

In addition to the AW149 contract, the MoD has expressed its intention to invest further in Leonardo’s Proteus autonomous rotary wing demonstrator. Although specific funding amounts and timelines for delivery were not disclosed, the commitment reflects an ongoing investment in innovative technologies intended to modernize the UK’s defense capabilities.

Leonardo proposed relocating its AW149 export production line from Vergiate, Italy, to Yeovil, which could enhance local employment and establish a stronger domestic defense industry. The company has identified an addressable market of over 500 medium-class helicopters for future export opportunities.

Overcoming Procurement Challenges

The path to this contract was not without obstacles. There were concerns regarding the future of Leonardo as the UK’s sole defense helicopter manufacturer, particularly following a dispute between the MoD and the Treasury over budget priorities. This uncertainty was alleviated when Rachel Reeves, the Chancellor of the Exchequer, intervened to approve the contract. Reports indicated that the Treasury had previously argued that the helicopter program was deprioritized, causing delays in the contract decision.

Originally, the NMH program was intended to replace 23 Puma HC2 helicopters along with several smaller rotary fleets, including Bell 212 and Airbus AS365 Dauphins. The MoD had initially planned to award the contract in 2025, but delays have pushed that timeline, with the Defence Investment Plan (DIP) still pending publication.

Leonardo remained the sole bidder for the NMH after competitors such as Lockheed Martin UK and Airbus UK withdrew their proposals in August 2024, citing challenges in meeting customer requirements. The competition had previously included a higher number of aircraft, but plans shifted to ordering between 25 and 35 units, significantly lower than the initial upper limit of 44.

The Proteus demonstrator project falls under a four-year Rotary Wing Uncrewed Air System Technology Demonstration Programme valued at £60 million. This initiative aligns with the Royal Navy’s long-term Maritime Aviation Transformation strategy, extending until 2040.

The MoD’s recent contract award not only signifies a strategic investment in the UK’s defense capabilities but also reinforces Leonardo’s role as a pivotal player in the global defense market. With the AW149 poised to enter service, the UK aims to enhance its military readiness and technological edge in the years to come.
